                                           Kansas Career Development Association

ARTICLE I - NAME, AFFILIATION, PURPOSE

Section 1. Name.
The name of this Association shall be the Kansas Career Development Association (KCDA), a division of the National Career Development Association (NCDA), and a division of the Kansas
Counseling Association (KCA), hereafter referred to as KCDA or the Association.

Section 2. Affiliation.
This Association is organized and governed in accordance with the By-Laws of the National Career Development Association (NCDA), (a division of the American Counseling Association,
known as ACA), and KCA and shall be subject to those provisions of NCDA and KCA which apply to their Divisions.

Section 3. Purpose.
The purpose of KCDA shall be to promote a greater understanding of the meaning of work and vocation, to foster career development over the life span, and to establish and improve the
standards of professional service in the field of career guidance in Kansas.

ARTICLE II - MEMBERSHIP

Section 1. Types of Membership.
Membership in KCDA shall be regular, emeritus and student.
a. An individual who meets the student membership requirements of KCA may become a student member of KCDA upon payment of dues.

Section 2. Procedure for Membership.
An applicant for KCDA membership must be a member of KCA, and have a direct interest in vocational guidance. This person shall direct his/her application for KCA membership to the person
designated as Membership Chairman or Executive Secretary of KCA for processing.

Section 3. Voting.
Regular and emeritus members shall be entitled to vote and hold office in KCDA.

ARTICLE III - KCDA OFFICERS

Section 1. Officers and their terms.
b. The term of office for any elected officer of KCDA shall begin upon election and shall continue for a term of two years or until his/her successor takes office.

Section 2. Nomination and Election of Officers.
a. The president, president-elect, secretary-treasurer and member-at-large shall be elected for the first year of KCDA at its annual meeting with KCA.
b. Annually, a nominating committee is appointed by the President. The chair of this nominating committee will be the immediate past-president.
c. The nominating committee will mail ballots to the entire membership for a vote at least 30 days prior to the annual meeting.
d. The results of the voting shall be announced at the annual meeting. The President-elect shall be elected on odd-number years, Member-At-Large and Secretary/Treasurer shall be elected
on even-number years.
e. The President-elect shall become President upon the election of his successor. In the event the office of President becomes vacant before the end of the term, the President-elect shall
succeed to this office and complete that term plus his/her normal term in office.
Section 3. Duties of officers.
a. During his/her term of office the President shall:
1) serve as presiding officer of KCDA;
2) be responsible for submitting KCDA news for each edition of the KCA newsletter;
3) serve as editor of any KCDA newsletter that is deemed necessary;
4) serve as state coordinator of National Career Development Month (Nov.) activities;
5) serve as Chair of the Career Counselor/career Development Specialist Award Committee;
6) submit the State Division Leadership Team Report to NCDA by June 15 each year;
7) submit the Annual Report to the NCDA Regional Trustee by March 1 each year;
8) appoint all necessary committees, and perform such duties as are normally incident to the office
9) represent KCDA at all KCA Executive Council meetings.
b.The immediatePast-president shall:
1) be a member of the Executive Board;
2) be responsible for securing and presenting the outgoing President's plaque;
3) serve as Chair of the Nominations and Elections Committee; and
4) perform such duties as assigned to him/her by the Executive Board.
c. ThePresident-elect shall:
1) be responsible for the development of programs, including those needed at the KCA Convention; and
2) shall succeed to the presidency at the annual meeting at the KCA Convention or when the Office of President becomes vacant.
d. TheSecretary-Treasurer shall:
1) keep the records and minutes of the meetings of KCDA and its Executive Board;
2) collect nominations for the Career Counselor/ Career Development Specialist Award each year from Jan. 1 through Feb. 15;
3) be responsible for the maintenance of any assets and shall submit acomplete fiscal report at the annual meeting; and
4) perform such other duties incident to this office.
e. Member-At-Large shall:
1) serve on the Executive Board;
2) serve as member of the Career Counselor/Career Development Specialist Award Committee; and
3) carry out duties as assigned by the President.

ARTICLE IV - BUSINESS OF THE ASSOCIATION

Section 1. Fiscal Year.
The fiscal year of KCDA shall be from July 1 to June 30 or in accordance with the fiscal year of KCA.

Section 2. Dues.
Annual dues shall be determined by the membership and collected by the KACD Executive Secretary for all types of memberships.  

Section 3. Parliamentary Rules.
The parlimentary order for meetings of KCDA shall be Robert's Rules of order, (revised).

Section 4. Quorum.
A quorum for conducting business shall be those in attendance at the annual or any other meeting, duly called by the Executive Board, in which members have been notified 15 days in
advance.

ARTICLE V - DISSOLUTION OF THE ASSOCIATION

Section 1. Dissolution.
Should KCDA fail to meet for two consecutive annual meetings at KCA Conventions it shall be dissolved and any assets held by the Secretary-Treasurer shall become assets of KCA.

ARTICLE VI - COMMITTEES OF THE ASSOCIATION

Section 1. Committees.
Committees of KCDA, both standing and special committees, may be appointed by the President to promote the purposes and objectives of the Association.

ARTICLE VII - ADOPTION AND AMENDMENT OF BY-LAWS

Section 1. Adoption.
These By-laws shall become effective immediately upon:
a. a majority vote of those KACD members eligible for membership in the Association who attend an organizational meeting; and
b. the election of a President, President-elect, Secretary-Treasurer and one Member-At-Large.

Section 2. Amendment.
These By-laws may be amended by a majority of those present and voting at an annual meeting at a KCA Convention, providing the members have been notified of the proposed change or
changes 15 days in advance of the meeting.

ARTICLE VIII - REPRESENTATION AT THE NCDA DELEGATE ASSEMBLY  

Section 1. Delegate Assembly.
The delegates to the NCDA Delegate Assembly, as provider for by NCDA, shall be a member -of the Executive Board or a member designated by this Board.
a. The delegates to the NCDA Delegate Assembly, as provided for by NCDA, shall be reimbursed by KCDA, in amount no less than $100 for travel expenses.
