The Kansas State Department of Education, the Kansas Department of Health and Environment, and the Kansas Center for Safe & Prepared Schools (KC-SPS) are co-
sponsoring the 2nd Annual Safe Schools Conference to be held Sept. 28th and 29th at the Webster Conference Center in Salina.  This Conference will feature best
practices relative to crisis management, safe facilities, emergency preparedness, bullying prevention, gang intervention, character education and new trends in school
discipline.  It is a great opportunity for emergency management coordinators to become more familiar with the tools of their trade.  Registration is available at:

Listed below is a letter which announces the opening of the Kansas Center for Safe & Prepared Schools (KC-SPS) as a new service to Kansas schools.  There is also a
form for designating a district emergency management coordinator who will serve as the direct liaison between the KC-SPS and the school district.  We would appreciate
your reviewing the letter carefully and forwarding the name of your emergency management coordinator to Dr. Bob Hull at the KC-SPS if you have not already done so.

Dear Educational Colleagues,

This letter is an introduction to a new service being provided to Kansas Schools and the Emergency Response Community from the Kansas Division of Emergency
Management (KDEM). KDEM is lead by Major General Tod Bunting who is the Adjutant General for Kansas in charge of the Kansas National Guard, Homeland Security and
Emergency Management for our state. This center is being created with federal grant money using the knowledge that 83% of Kansas superintendents indicated, in a
recent survey, they b
elieve a central office coordinating school safety/preparedness activities would be helpful.

In the fall of 2006, Governor Sebelius created a Commission on Healthy and Prepared Schools whose purpose is to “define challenges that limit
schools in uniformly providing healthy, prepared and safe learning environments   . . . and to identify resources, training and standards that when
implemented will assist schools in creating a learning environment better prepared to meet 21st century challenges to Kansas’ Schools”. This
collaborative Commission with membership and support from the Kansas Department of Education, the Kansas Attorney General’s Office, the
Kansas Department of Health and Environment, the Kansas Highway Patrol, the Kansas School Nurse’s Organization, Kansas School Resource
Officers, the Kansas NEA, School Administrators, Parents, the Governor’s Office as well as Emergency Management is purposeful in its intent to
direct resources to fulfill this mission.

With guidance from the Commission on Healthy and Prepared Schools, General Bunting created this new resource for schools called the Kansas
Center for Safe and Prepared Schools (KC-SPS). This center has employed Dr. Bob Hull as its Director. Dr. Hull is a seasoned Kansas School
Educator who served in six Kansas School Districts. He is a Kansas Certified Emergency Manager and a 2007 graduate of the Kansas Fire
Academy. Dr. Hull helped develop a positively recognized all hazard school crisis management plan for Olathe. He also served as part of the ‘expert
working group’ for the U.S. Department of Education in the publication of Practical Information on Crisis Planning: A Guide for Schools and
Communities.

This spring, Dr. Hull has asked each educational regional service center director for time at their Superintendent’s/Administrator’s Council to
present on the initial steps of the Kansas Center for Safe and Prepared Schools. The initial work of this Center will build upon its core duties. These
include:

* Becoming the Kansas Clearinghouse for school safety and preparedness issues
* Creating and deploying a Kansas School Crisis Resource Center
* Establishing training and exercise programs strengthening school preparedness/safety
* Coordinating standards and expectations on school safety & preparedness

Many Kansas School Districts are doing a good job in school safety and crisis preparedness activities. However, the Commission found that not all
Kansas schools are uniformly prepared, equipped or trained to handle school crisis events. The KC-SPS is asking each school district to designate
a district emergency management coordinator. This person will serve as the direct liaison between the Center and the School District. The District’s
Coordinator position is not intended to be a financial burden or create unnecessary paperwork for any District. This position is intended to provide a
direct conduit for information, training and potential resources to each District from this new Center.

For
District Emergency Management Coordinator

Purpose of Position: To establish a direct link and serve as the liaison between the local School District and the Kansas Center for Safe and Prepared Schools.

Desired qualifications of person filling position:
1.      Possess thorough knowledge of the facilities, grounds, personnel, resources and community(ies) that make up the local school district
2.      Possess the trust and confidence of local school administration and board of education
3.      Possess a good working relationship with school district employees and others
4.      Willingness to receive and provide training as needed or recommended
5.      Has familiarity with local emergency responders and emergency management
6.      Possess the ability to work effectively in emergency situations
7.      Possess good communication skills and provides information to stakeholders
8.      Ability to provide leadership in school safety and preparedness issues
9.      Ability to delegate authority to others as needed
10.  Ability to take general directions from school, local or state authorities
11.  Effectively uses resources

Desired expectations for this position:
1.      Endorsement and support by District Superintendent and/or Board of Education
2.      Attends necessary meetings and training sessions as possible
3.      Completes necessary forms and provides requested information
4.      Keeps current contact information for local school district
5.      Advocates for principles, practices and procedures of the all-hazard approach to school crisis management and school safety.
